
Vietnam Finance Minister Ho Van Doan affirmed the securities industry's achievements in a working session with the SSC.
Vietnam intensifies efforts to build a more transparent stock market.
Minister Ho Van Doan said: "Vietnam's stock market has achieved five outstanding results, laying an important foundation for the next phase of development. The most important milestone is the upgrade of the Vietnam stock market to secondary emerging market status based on FTSE Russell standards."
He noted that this achievement reflects the combined effect of a series of synchronous measures, covering legal framework improvements, administrative reforms, governance quality enhancements, and increased market transparency.
The second notable achievement is significant progress in market inspection, supervision, and regulation, which has played a key role in ensuring market transparency and safety, thereby enhancing investor confidence.
Third, the securities industry has gradually diversified market products and structures. Beyond traditional products, some new products are being developed, including derivatives, carbon trading platforms, and digital assets.
Fourth, digital transformation and IT infrastructure modernization accelerated, especially the KRX technical system operating stably since May 2025, providing an important foundation for the stock market to continue expanding scale, launching new products, and improving management and regulatory efficiency.
Fifth, international cooperation activities expanded.
Minister Ho Van Doan stated: "The securities industry not only effectively utilizes bilateral cooperation mechanisms but also fully leverages technical assistance from international organizations to enhance regulatory capacity and market quality, gradually approaching international standards."
He instructed the industry to continue streamlining administrative procedures to be faster and more flexible, facilitating corporate issuance and capital mobilization activities while ensuring effective management and strict market risk control.
He also emphasized the need to continue upgrading IT infrastructure to meet new market development requirements.
"To achieve double-digit growth in the coming period, the resources needed for development investment will be enormous. Therefore, the stock market must further strengthen its role as the main channel for medium- and long-term capital for the economy," Minister Ho Van Doan said.
On this basis, he instructed the entire industry to focus on key tasks for the coming period.
"The securities industry must maintain market upgrade achievements and strive for higher standards. Besides maintaining achieved standards, further improvements in market quality are needed to meet future higher FTSE Russell and MSCI standards," he said.
At the same time, the minister called for strengthening market supervision combined with digital transformation and IT application.
"In investor education, the securities industry must also strengthen effective measures to develop institutional investors, especially securities investment funds, to create a more stable foundation for the market," the minister said.
Additionally, during the meeting, the minister instructed the securities industry to continue improving human resource quality and establish appropriate mechanisms to attract talent.
"In the context of increasing competition and rising management requirements, the securities industry needs to build a team with sufficient capacity and quality to meet new development demands," he said.
Vietnam's stock market capitalization currently reaches about $432 billion, equivalent to 84.4% of Vietnam's 2025 GDP, surpassing the Philippines market and gradually approaching major ASEAN markets like Thailand and Malaysia.
Market liquidity remains high, with an average daily trading volume of about $1.16 billion, ranking among the top in ASEAN markets.
The derivatives market has also shown positive development, with an average daily volume of nearly 244,000 contracts, up 15.6% year-on-year.
